European governments are grappling with a sharp escalation in Russian hybrid warfare, as Moscow deploys a mix of cyber strikes, unexplained arson, and drone operations targeting nations that provide military and financial backing to Ukraine.

The operations represent an expanding gray-zone campaign intended to disrupt Western logistics, test critical infrastructure resilience, and intimidate Kyiv’s European allies. Unlike conventional military confrontations, these covert disruptions rely on plausible deniability, local proxies, and digital sabotage, complicating standard defense responses.

A Strategy Built on Asymmetry

Security officials across the continent have pointed to a recurring pattern of incidents over recent months, ranging from industrial fires and transit disruptions to coordinated cyber incursions against public utilities. By operating deliberately beneath the threshold of armed conflict, the tactics exploit structural gaps in international defense treaties.

European defense planners currently lack a synchronized, cross-border protocol for attributing and retaliating against such decentralized actions. Because NATO’s Article 5 collective defense clause is designed primarily for overt military invasions, individual European states have largely been left to handle hybrid provocations on an isolated, ad hoc basis.
