Under the framework unveiled by Zohran Mamdani, Mayor of New York City, and the New York City Department of Education, the ban targets both instructional and emotional software. Chatbots built for companionship and mental health support will be barred across all grade levels, according to reporting by The Verge. Teachers will also be forbidden from relying on automated systems to grade student assignments, though educators will still be permitted to use software assistance for lesson planning.
The policy pairs the generative AI restrictions with severe limits on hardware exposure. Individual screens will be prohibited entirely through the second grade, while middle schoolers will face a recommended daily cap of 45 minutes of screen time. The district previously introduced a bell-to-bell ban on smartphones and other internet-connected personal gadgets beginning in the 2025-2026 school year.
"Children need teachers and human connection in order to learn and grow. They need to develop skills alongside their peers, build relationships with educators, and wrestle with tough problems on their own," Mamdani said in a statement. "The tech industry wants us to believe that AI-powered early education is not only inevitable, but necessary. We do not see it that way."
The city plans to allow narrow exceptions for multilingual students, children with disabilities, and specialized coursework such as computer science. High schoolers will retain limited access to approved software and will attend mandatory AI literacy seminars twice a year to examine the technology critically before relying on automated tools.
Controlled Pilots for High Schools
Alongside the broad restrictions, the district will launch a closely supervised pilot program in up to five classes across a small group of high schools. The initiative will test vetted platforms with strict time caps, including Quill for language arts, Edia for mathematics, Brisk Teaching for guided practice, as well as Playlab and Intel AI-Ready Schools for multi-subject coursework.
New York's aggressive pushback mirrors a broader international reassessment of classroom digitization. While Silicon Valley has pitched automated tutors as a solution to learning deficits, jurisdictions across Norway, Sweden, and the Netherlands have already rolled back screen usage over worries about attention spans and foundational cognitive development. By curbing automated software and personal devices simultaneously, the nation's largest municipal school district is signaling that the rush to integrate algorithmic tools into early childhood education may face stiff regulatory resistance.
